Sentinel provides general construction services, focusing
on the effective and efficient management of multiple
delivery order construction contracting (JOC, SABER,
IDIQ, TOC and MACC contracts) and design-build. The
Sentinel team has over 20 years of construction and
government contracting experience.
Delivery orders have ranged from $4,600 to $2,500,000,
many starting with only a conceptual design. Contract
ceilings range from $5M to $35M a year. Sentinel can
respond quickly to satisfy the Governments requirements
because as an ANC 8(a) firm it can receive sole source
contracts of unlimited dollar amount.
The JOC/SABER/IDIQ
Benefits
We use the Job Order Contracting (JOC) process, a
cost and time efficient system geared towards owners
with long term construction projects. JOC is also
referred to by the Air Force as SABER (Simplified
Acquisition of Base Engineering Requirements). Our
JOC management system also supports IDIQ, TOC, MACC
and other multiple delivery order type contracts.
Instead of awarding multiple projects to a variety
of contractors over time, Job Order Contracting allows
the owner to hire one contractor to supervise the
projects, resulting in a reduction in the engineering,
design, and contract procurement phases. The long-term
nature of the contracts provide an opportunity for
better communication, resulting in better job scopes
and thus better pricing and better execution.
JOC defines a pre-set group of parameters that can
result in unprecedented efficiencies and productivity.
JOC usually eliminates or minimizes increased costs
associated with defining the scope of work since the
parameters have already been established. JOC promotes
an integrated development of job scopes that help
insure that objectives and schedules are fully identified
and met. In other cases, the owner simply provides
us with job specifications and work can begin. Orders
can be processed in one day. We review the budget
and price is
established by consulting the price book. The contract
eliminates potential conflict over price and timeline.
IDIQ contracts generally permit a wider range of delivery
orders, up to $5 million in some cases, allowing the
Government to respond quickly to unanticipated needs
such as increased security after September 11, 2001,
base housing needs and other priority projects. The
design-build component allows work to begin even as
the design is being completed.
Demonstrated Success
Sentinels construction projects have included
building a medical clinic, renovating schools, multi-million
dollar mechanical improvements and other complex projects.
Sentinels projects also have included many types
of maintenance and repair projects. JOC work may include,
for example, carpentry, mechanical concrete, electrical,
demolition, and asbestos abatement work.
Sentinel increasingly
receives work only defined by a conceptual design.
Sentinel works with its design team to develop the
design meeting the Governments objectives, and
then building to the approved design. Sentinels
different projects have included everything from sheet
piling to minor roof repairs to multi-million dollar
retrofits. They can be as small as or as large as
the owner needs, though most tend to range from $50,000
to $750,000.
The scope of a JOC contract may be limited to a single
building or it may encompass an airport, an entire
university campus, or a military base. It may even
extend across multiple states, such as the three-state,
eight-site JOC program Sentinel operates for the Navy,
or the similar multi-state construction, design-build
and quick response program that Sentinel participates
in with the U.S. Army Corps of Engineers.
